CLASSIFICATION OF LOOSE ARTICLES

    Sec. 1 (a). This rule applies only on shipments of articles in a loose (unpackaged) condition, other than in bulk (see Note 2), and only when such method of shipment is not authorized in specific descriptions in this Classification or in tariffs making reference thereto.
    Sec. 1 (b). When shipment is to be made in accordance with the provisions of this rule, shipper must notify carrier 48 hours in advance of shipping date to enable carrier to make arrangements for the furnishing of protective padding, covers, dividers or other necessary protective materials. The following certification must appear on shipping orders and bills of lading:
       'The consignor hereby certifies that this shipment has been tendered in accordance with the provisions of Item 423 and shipment is to be classed in accordance with the provisions of Item 423, Sec. 2.'
    Sec. 2. When the highest class provided in this Classification for the article in the shipping form (see Note 1) in which tendered in any named package, or on skids, is:

 
Class 500 The charges shall be three times the charge determined by use of the class shown to the left.
Class 400 The charges shall be three times the charge determined by use of the class shown to the left.
Class 300 The charges shall be three times the charge determined by use of the class shown to the left.
Class 250 The charges shall be three times the charge determined by use of the class shown to the left.
Class 200 The charges shall be three times the charge determined by use of the class shown to the left.
 
Class 175 The applicable class shall be Class 500.
Class 150 The applicable class shall be Class 400.
Class 125 The applicable class shall be Class 400.
Class 110 The applicable class shall be Class 300.
Class 100 The applicable class shall be Class 300.
Class 92.5 The applicable class shall be Class 300.
Class 85 The applicable class shall be Class 250.
Class 77.5 The applicable class shall be Class 250.
Class 70 The applicable class shall be Class 200.
Class 65 The applicable class shall be Class 200.
Class 60 The applicable class shall be Class 175.
Class 55 The applicable class shall be Class 175.
Class 50 The applicable class shall be Class 150.

    Sec. 3. This rule is not applicable on the following:
       China Group, item 47490;
       Glass, item 86500;
       Glassware Group, item 87500;
       Household Goods Group, item 100200;
       Signs, provided for in item 176050;
       Tubes, vacuum, electronic or radio, item 63470;
       Commodities in bulk, see Note 2.
    Note 1- The term 'shipping' form as used in this rule means a shipping form (other than a container or package) such as SU, KD, Nested, Not Nested, Nested Solid, Folded Flat, Interlaced or Telescoped.
    Note 2- For the purpose of this rule, 'in bulk' is defined as (1) liquids, or (2) any other than liquid commodity shipped loose or in mass which in the loading or unloading thereof is ordinarily shoveled, scooped, forked or mechanically conveyed and which is not in units of such size as to reasonably permit piece-by-piece hand loading or unloading.
