Sec. 1. Advertising matter (other than figures or images or electric signs) which advertise, or store display racks or stands or show or display cases which display commodities contained in a shipment may constitute part of a shipment and shall be charged for at the rate or class applicable to the commodities advertised or to be displayed, providing the following conditions are met: (a) The advertising matter or store display racks or stands or show or display cases are in the same package with and do not exceed 10 percent of the gross weight of the commodity advertised or to be displayed. The commodity advertised or to be displayed must occupy not less than 75 percent of the shipping package cubage, exclusive of inner protective packaging materials (cubage to be determined from outside measurements of shipping package), see Note 4. (b) -Not currently used. (c) Any weight of advertising matter or store display racks or stands or show or display cases in excess of the 10 percent allowed under (a) above will be charged for at the rate or class applicable to such advertising matter or store display racks or stands or show or display cases. (d) The description and weight of the advertising matter or store display racks or stands or show or display cases must be shown by shipper on shipping orders and bills of lading at time of shipment. Premiums (see Note 3) Sec. 2. Premiums may constitute part of a shipment, chargeable at the rate or class applicable to the commodity for which they are premiums, providing they are in the same shipping package and providing one of the conditions in (a), (b) or (c) is met, and that the condition in (d) is met: (a) Premiums do not exceed one for each shipping package, or one in or for each inner package of commodity. (b) Premiums do not exceed the total exchange value of coupons included in package with commodity. (c) Premiums consist of a container for the commodity shipped. (d) The density (weight per cubic foot) of premiums and the articles with which they are given or sold (together), or of commodities in premium containers, as tendered for shipment, must be not less than 50 percent of the lightest density as tendered for shipment of any sales unit subject to the same rates or classes used by the same shipper for the same quantity of the same commodity without a premium or not in a premium container. The shipper must state on the bill of lading and shipping order at time of shipment that premiums are included. Note 1- If a lower charge results from the application of Item R640 than under the provisions of this rule, apply Item R640. Note 2- Advertising matter shipped under the provisions of this rule need not be prepaid. Note 3- Monetary coins will be accepted as premiums with other articles only when the total value of such coin(s) does not exceed 25 cents in United States funds per retail sales unit. Coins must be contained within the retail sales unit packages and specific reference to such coins or the monetary value thereof must not be discernable from inspection of the outer shipping container or package. Note 4- Percentage of shipping package cubage occupied to be determined by placing the commodity advertised or to be displayed in shipping package without store display racks or stands or show or display cases.
