Fibreboard drums or pails conforming to the requirements and specifications of Items 291 to 296 or of specific package numbers must conspicuously bear a legible certificate of the maker showing the name of the maker, the sidewall test (pounds per square inch) and the net weight limit (pounds). Certificate must be of the following wording enclosed within a rectangular border (see Notes 1 and 2): *Insert type of container (drum or pail). **Insert "DRY OR SOLID ARTICLES," "SEMI-SOLID ARTICLES," "SEMI-LIQUIDS" or "LIQUIDS, TYPE No.________" (Insert Type Number) (as the case may be) ***Insert appropriate figures. ****Insert maker's name and address. Note 1- Fibreboard drums or pails that have been painted or the sides thereof over-wrapped with paper by shipper for appearance and that comply with all requirements of this Classification, and have the maker's certificate required by this section, but which certificate is not visible because of painting or over-wrapping, may be used if container bears the following certificate of shipper: *Insert type of container (drum or pail) **Insert maker's name and address Note 2- Fibreboard drums that have been over-wrapped with labeling sleeves by the shipper for appearance, and that comply with all requirements of the NMFC rules, may also include the drum manufacturer's certificate as a permanently-imprinted item on the labeling sleeve. This will eliminate the necessity of using the optional certificate of shipper
