Sec. 1. The term 'semi-liquid' is defined as referring to articles which have a minimum viscosity of 5,000 centipoises at temperatures up to 100 degrees Fahrenheit, exclusive of articles normally shipped under refrigeration, in which case the viscosity shall be measured at shipping temperatures; when the article contains a solid material susceptible to phase separation, the viscosity measurement shall be determined on the liquid component when it is present in an amount greater than 10 percent by weight. Viscosities shall be determined by a viscometer of the Brookfield type, equipped with a No. 4 spindle rotated at 20 revolutions per minute or by any other instrument giving an equivalent measurement. Fibre drums for semi-liquids or other articles not dry nor liquid must be so treated, processed or proofed, or equipped with a plastic film bag-type liner as to prevent absorption of contents. The specifications and requirements of Items 291 and 292 must be observed except that the minimum test of sidewalls and gallonage capacities shown below must be substituted for those shown in Item 291, Sec. (a):
Note- Drums with net weight exceeding 600 pounds but not over 750 pounds and with up to 75 gallons capacity must have sidewall test of at least 1200 psi. Drums must be constructed in one of the following ways: (a) Metal reinforcing chime bands must be crimped to each of the top and bottom ends of the sidewall tube so as to form an outwardly directed step which is integral with and incorporates the fibre sidewall. A plastic or metal heading equipped with resilient plastic or rubber gasket and conforming to the requirements of Item 291 must be used as the bottom heading and must be attached to the bottom chime band with a seamed-on tight head closure band. For net weights not exceeding 550 pounds in the above drum construction style, with sidewall strength as in the table, the above plastic heading may be secured with either a tight head band or a lever actuated locking band, OR (b) Except for greater allowed net weight and capacity, drums must be constructed in accordance with Item 296, Type 2A for 600 pound weight limit, with fibreboard bottom having minimum thickness of 0.240 inch and minimum burst test of 1500 psi. Sec. 2. Fibre drums conforming to requirements in Sec. 1 may also be used for semi-solids or dry or solid commodities.
